If you're into girls. Head to the Chaoyang district, specifically, around the Chaoyang theatre area. You'll see many "hair salons" with nobody but gorgeous looking girls sitting, smoking, and looking bored.

If you and your friend are interested in weed/ecstasy/other shenanigans, just go to Chaoyang district, close to Yashow market. Look for the middle-eastern and African guys. Either that, or go to some clubs. Cops don't usually bother foreigners, so it's a relatively loose environment.
